how to set electric permittivity in plasma actuator induce flow simulation.

I am in trouble to set electric permittivity in plasma induced flow simulation.

How can I set permittivity? One of my post Mr. Richard said that it could be set by PRNDTL(EPOT). But I am not clear about it, help me please

For this two domain i.e. air (white) and dielectric material (gray) the statement may be like this....

(property PRNDLT(EPOT) is ........ with ........)

For air permittivity is 1 and for dielectric material (KAPTON) is 2.7
How can i set?

Anybody please give me some suggestion please, I don't understand how to apply electric conductivity/permittivity as exchange coefficient in the simulation. If you have any documents or tutorial regarding this, please let me know. Thank you
