ICEM is not a professional 3D tool to create models, but could be used to do some simplification and modification. So, if you have a complicated model to be meshed, it is a better way to create them...

First, you can set the surface/curve parameters to have different mesh size on/around the features. It can be reached at Mesh/Surface Mesh or Mesh/Curve Mesh....
