Try this, where I assume your config file such as inv_NACA0012.cfg is located...

Install a Trial version of Tecplot 360. Your license will only work for a couple days, but on your computer the tecio.dll will be installed which allows SU2 to work even beyond the trial duration.

Same problem here. I'm running on 32 bit, hence I can not download or use the Tecplot trial.

Did anyone find a workaround?>
