Are you trying to create an unstructured or structured block? If you're trying to create an unstructured block, I can't think of a reason why you wouldn't be able to select the two domains...

I'm a little unclear as to the region you're trying to mesh. Are you trying to mesh the cylindrical looking region? Or are you trying to mesh the rectangular region with a hole in it?
