Use whatever package you are most familiar with....

Use whatever package you are most familiar with. They all work and can export geometry to CFX easy enough.

Yes, just about all geometry generation software...

Yes, just about all geometry generation software (the ANSYS ones included) can import points and generate a shape. Have a look in the documentation for the package you use to find out how it is done.
