Why use k-e at all? Just use SST then you don't have any issues about wall functions with mesh refinement. The SST model has superseded the k-e model for most general applications.

I would switch to the SST turbulence model then you can use the scalable automatic wall functions. Then it would matter when y+ goes under 11 and you can refine as much as you like.
