As vasava mentionned, you could handle it with journal, but it will ask lots of time.
(once you created your vertices, then you need to get edges, and surface)
I would create the 2d shape with cad...

did you try to create edge from vertices? ...

did you try to create edge from vertices?

Else you can create an edge with 2 vertices and so on..
