Do you have access to ICEM CFD? If so, choose that format. THen load the mesh in ICEM CFD and you can export to about 100 other formats.

It may be that the FEA options in ANSYS Meshing are...

The fluent msh format is a linear mesh format. If you want quadratic mesh, you should export in a FEA format such as ANSYS or Nastran. These formats support quadratic mesh.
