Yes you can simply apply a different material to the parts in Mechanical if you have separated bodies (split them before in DM for instance).

Ansys also has a special finite element (Solid65)...

Well I'm not surprised that your volume mesh failed as you have a really fast transition and dealing with different element sizes. You should definitively play with the meshing options...

Well in your case you should put the parts...

Well in your case you should put the parts (concrete // rebar) into a single multibody part so you'll have conforming mesh at the interface with no need to explicitly create a contact.
