But a cell zone with just one fluid is always completely filled with just that fluid.

I never did that but under "Cell Zone Conditions"...

I never did that but under "Cell Zone Conditions" -> "Edit" you chose the material of each zone. Isn't that sufficient?

Firstly select the relevant phase in the small drop-down-menu on the left. It is set to "mixture" by default, but of course you can not set the volume fraction of the mixture.

At "Solution Initialization" after initializing...

At "Solution Initialization" after initializing click on the "Patch..." button. Here you can set the volume fraction of the water phase to "1" in the relevant zones.
