Generally speaking yes, a max aspect ratio of 36 is absolutely fine (prism layers for near wall analysis can produce even higher aspect ratios and you would be fine anyway).

A value of 36 for the aspect ratio is not so dramatic in my opinion. Not enough to generate a check failure anyway.
I think you'll have to look for the problem somewhere else...
