I am running a moving mesh case involving an high pressure turbine stage and want to only have 1 vane and blade meshed. Does anyone know if STAR has phase lag bc's available instead of the standard cyclic's? If not know of a way to create them with user coding? Thanks.

It doesn't have phase lag BCs. You would have to code them yourself, it's an uphill task but probably not impossible.
