I want to simulate a moving paddle in response to incoming waves. can it be done in STARCCM+ it 'll include a moving mesh for the paddles's to and fro motion. any advice please?

Use the mesh morphing model in STAR-CCM+ version 3.06. You can active this model in the physics model setup.
