can anyone recommend Star CCM+ to simulate electronics cooling? I am very new in this topic. I will have to do CFD simulations of electronics cooling, soon. My institute has to decide now, which commercial CFD software to buy.

I've never used it for electronics cooling, but it should work. It should have all capabilities to do the job (CHT, radiation, simple or detailed fans, porous media for filters and I think also ohmic heating). At least I don't know any show stoppers, but when you find some, it would be nice to share them.
Maybe it's possible to contact CD-adapco and ask for a test licence and do some evaluation. I don't know about other companies, but I assume, most companies offer this. CD-adpaco does it for sure, but I don't know any requirements to get a test licence.

answer is yes. But what else are you looking at? It depends on how complicated of a model you want to build up but if you know what you are doing, Star-CCM shouldn't be too much in your way. Fluent/CFX are also great choices.
