If air is modelled to flow inside a pipe, is the concentration of air equal to 1 along the pipe?

Usually, the concentration is the number of particles, or molecules per a unit cube. such as cm3. what do you mean?
In this case you need to look at the density, I think.

Density is a good point to have a think
No matter concentration or density, is passive scalar model only physical model to measure these quantities?
