What would be the option to mesh an edge in star ccm+? Or typically, what would be the option to split a region or surface into it's constituent edges?

hmm I not sure whether I get what you mean.
Regardless, if there is a definite angle, you can try to split by angle.. or you can try with split by patch if there CAD file is good.

I wanted to give different mesh values for the edges and different values for the surface. So, I needed the constituent edges to be set apart from their surface. Anyway, thanks, I've got it now.

Surface's edges are called Feature Curves in CCM+. You can extract them from geometry by the angle criterion. If 2 shell triangles (which the triangulate surface is consist of) share an edge at the sharp angle feature curve can be created along this edge. Consequently you can assign any mesh conditions to the feature curve.
