Default Modelling magnetic permeability

Do you know if it makes sense to model the local magnetic permeability in a geometry by finding B/H at a certain position?
I have a cylinder of a material with known permeability and want to find the local effective permeability of the cylinder+some steel bolts that are added to the cylinder.

I also wonder how to set up a uniform magnetic field, the H field.
