Creating a User Library on Windows

Hey,
I wanna create a User Library on Windows. I am trying to do the instruction which is written in the UserGuide (attachment). I have Version 9.02.007 and it's a bit hard to understand the UserFunctions.lib. Is it a file? Where can I find it? Or do I have to create it? Thanks for your help |
