How can we define sponge layers in star ccm+ to avoid acooustic reflections?

Read the user guide. There are portions dedication to acoustic damping zones.

Thanks

But I am talking about the general sponge layers to introduce artificial viscosity for simulating a turbulent jet.

Sponge layer sounds like non-technical jargon. What does that even mean?

It sounds like you want to have an area of the domain dampen waves, in which case the acoustic damping zone exists. If you want to do something else, you need to be more specific.
