I have some questions.

1) Can I change the direction of rudder(control panel) of ship during the soulution?

2) Can I do free sailing(ship) in the star ccm + programme?
is there any case?

I studied your question. Yes, but very carefully. All tools and models are. Not very convenient, but possible. The steering feather will rotate, the sail will flutter. The main thing is in the pictures.

Sail, use body deformation by mesh deformation.
Steering feather, use overset. You can also deform the mesh.
