it is interesting for me to know in what programming language Star-CCM is written: Fortran, C?

And next question, does it work on Debian or Urbuntu as operating system?

The solver/server is in C++. The front end (GUI, etc) is written in Java.

It works on Linux, therefore it should work on Ubuntu and Debian. I think, the support guys from CD-adapco recommend to use Suse. Ubuntu is not the best choice for sure, some users experienced stability issues.
