connecting sketch and model!

Hi everyone,
I have a weird question! I have a 2d frame (2 columns and one beam on top) 20 meters high! and there should be a wall 3 meters high connecting these 2 columns together! I need to find the optimum height of the wall from the ground that makes the lateral deflection of the frame minimum! What I do is I draw a rectangular sketch and define V1 in dimension the distance from bottom of the rectangular to the ground and make it a parameter. then I draw a suface inside this rectangular. But when I change V1, only the sketch moves up or down and the surface doesn't move! How can I connect these two together?!!
