Compile SU2 without internet access

Hi,

I am trying to compile SU2 v7.0.6 on Centos but the cluster we run does not have internet connectivity. When I run the meson.py to configure it errors out and is obviously trying to call out to download a package. Is it really not possible to compile SU2 with this new build system without internet access?

Run meson.py locally to download the packages, copy everything to the cluster, run meson.py again.
