Incompressible flow at Reynolds number 100

Default Incompressible flow at Reynolds number 100

I am unable to give correct input parameters for simulating the flow past a circular cylinder with Reynold number 100. I have given the following inputs in my .cfg file
which I actually took from the test case suite

The code is running but is not actually giving correct solution for Re=100. Since the flow is unsteady should we tamper with the following options for unsteady computations?

Also Wanted to know the basis of calculations for the input free stream parameter?
