Elastic Axis (x) location

For a aeroelastic typical section model, the elastic axis location must be defined. Although in the configuration template there is no mention of where it should be located (meaning no command, little as i understand, is used to call for defining the location).
As per the attachment, there are two options (I believe) that would be the possible definition for the elastic axis location in the config file. That is,
- REF_ORIGIN_MOMENT_X ( I suspect this)
- SURFACE_MOTION_ORIGIN

Can anyone clarify which one i should choose to define the elastic axis location?
Or rather, with explanation, why choose one over the other, if they were to define the elastic axis location.

Ive used one without the other as well as both together with the same values, and the solutions are all different.
