Openfoam meshing snappy hex mesh
 

My mesh is stuck in iteration 0 as follows, and does not move beyond this, what could be the reason for this?

What your post does tell me, is that you are using (0 0 0) as the locationInMesh, which is against several recommendations. The locationInMesh should never coincide with a face or a node during all meshing phases. Round values or integers are usually prone to hitting such an entity, depending on the geometry. So maybe using e.g. (0.0012 0.012 -0.021) already helps.
