[ICEM] Tetra + prism turbine blade

Hello, I am using Tetra + prism method to mesh fluid domain around a turbine blade.I have got good elements except around the tip and the root(see pics). I tried to smooth(first tetra then prism and tetra together),but even worse quality appeared.

Can anybody share any experience about this kind of cases? What is the difference between tick on and tick off the Laplace smooth function?I always got worse quality with it on.

Or the bad elements could be due to other factors?

Any advice is welcome.
