ICEM 10 smooth transition error

I am using ICEM 10 and trying to create a pure tet mesh. The model will mesh, but when it tries to smooth transition I get this error. I have a nice surface mesh, but my interior volume mesh gets really coarse near the middle since smooth transition fails. This is why I want smooth transition. I tried to find the below edge and face numbers, but to no avail. I have gone to repair geometry and checked all surfaces and curves and after I remesh I get the same message. Can anyone help me?
