Water level won't go down

I am currently trying to model a spinning tub with a small outlet at the bottom. I use VOF model to model. Boundry conditions is pressure inlet, pressure outlet, spinning wall(the small outlet does not spin only the big cylinder). The water level does not goes down even if i add the gravity. Can anyone help? Thanks alot.
