Default TGRID -- Retriangulation

I used Tgrid to generate a hybrid mesh with prism at boundary layer. Although the retriangulate was turned on in the Project, the overlapped part of prism side with the orginal triangular boundary just could not be remeshed. Because of this, the new domain could not be formed. Of course, there was no way to further generate the tets for the rest of the domain. Please advise what's wrong with my operation. Please help. Thanks.
