I am doubtful you will be able to do much with that. But here is what you should be looking for.

1. A processor with at least 2.6 GHz and minimum 4 cores. Keep the cores lesser if you do not have HPC license. Furthermore, ensure that Hyper-Threading is disabled.

2. RAM with highest possible speed, minimum 2166 MHz. With 8 GB RAM, you can load a case that has 8 million cells but you can run a case only up to 1 million cells. That also depends upon the models. With DPM or Multiphase, 8 GB RAM can only handle less than 0.5 million cells

3. Graphics cards are expensive, so, don't even try to look for GPU. That would be useless. A normal, on-board graphics card is usually sufficient.

4. HDD as per your requirement, minimum 256 GB. If SSD doesn't cost a lot, go for it in place of standard HDD. Else HDD with minimum 7200 rpm.

6. If you know Linux, use that. Prefer a little older OS instead of latest one. System will be more stable.
