FLUENT-Free surface setup

Dear all, I am a PhD student at the University of Southampton,UK. Basically my project concerns a modelling of a river in UK using Gambit software(mesh generator) and Fluent(CFD software).I made the Gambit mesh file but the thing is that I do not know how can I set up the problem in Fluent using the VOF model(Volume of Fluid)to specify the free surface. For the boundary conditions I have specified the inflow, outflow, and wall like mixture but the problem is the free-surface(pressure inlet). Is that anybody who can help me?

Can FLUENT model free surface flows? I have an impression that FLUENT doesn't have this function.
