Free surface refinement

Hi Foamers,
I'm trying to make a mesh for a floating device sailing in the free surface. I have made meshes with Starccm+ before and I had no problem. Now, with OpenFoam I am having some problems refining the mesh to capture the free surface. I have read some forums and I discovered that SnappyHexMesh can only carry out isotropic refinements. On the contrary, with topoSet and refineMesh it is possible to get anysotropic refinements. Now you can have a look at the picture attached. First of all, I executed blockMesh. Then, I created a topoSet which included the free surface and refineMesh only in Z. Finally, I executed snappyHexMesh. I am wondering if is there any possibility of keeping an homogeneous refinement in the Z axis in the whole cellSet selected with topoSet. I mean, I would like to have all this cellSet refined as level 5 in Z axis. Far away from the device, I prefer to have level 0 in X and Y axis (yes, I know that perhaps is too much aspect ratio) and when the mesh is getting nearer the device it becomes more refined in X and Y axis. So, this way I would have level 5 cells (in all axis) next to the device, in order to develop a reasonable prism layer. In short, I want to have a transition in the X and Y axis refinement from 0 to 5 but I would like to keep a 5 level refinement in Z axis.
