I think it is pretty simple to comprehend.. automatic grid generation depends on determining the minimum element size and usually if the ration between the minimum length and maximum length is too...

Have you tried applying local mesh controls?? The depth dimensions of the fins seem pretty minute..local mesh sizing may be the only answer to achieve a proper grid..
You may also have to reconsider...
