CFX allows the initial condition to be 0m/s velocity. If the initial condition is zero velocity then put in 0m/s as the initial condition.

Assuming you are pressurising a closed tank then, yes, put the high pressure on the inlet and give it an initial condition of your starting pressure. Obviously it will need to be a transient...
