You need to split big circle with small circle....

You need to split big circle with small circle. then you should also split the annular region with other 4 edges to make it fully mappable.

you have to connect faces between cylinders (you can't move only a cylinder if you try to move it); when imported into fluent, it will create shadow walls; then choose coupled under thermal boundary...
