you need a sketch there. insert a new plane, using "on face", then select that face on which the circle are.
Also there is a way...

adding a solid is done with the fill operation...

adding a solid is done with the fill operation have you done that. to ways of doing the "fill":
Bys caps or cavity. if you want by caps, you need to close all the holes and then select the bodies...
