If interaction with continuous phase is not important and is not modeled, does having parcels or a certain number of particles even important?

Also, what if unsteady tracking of particles is not turned on, what is the time step used for the integration of particle equations then? I couldn't find this in the manuals.

No. Only intrinsic properties (such as particle density) and particle diameter (for drag laws, buoyancy etc) are important in one-way coupled Euler-Lagrangian systems. Each parcel is represented by an effective particle and carries a mass flow rate.

If unsteady tracking of particles is not turned on, then you're using steady tracking. Fluent chooses a time step and then refines this step to achieve a set tolerance (default of 1E-5). You can modify the DPM time step via the DEFINE_DPM_TIMESTEP macro.
