Oil-water two phase flow

Hello,
I want to simulate Oil in sea water and track movement of oil in the sea water.
I want to allocate a part of sea( on the surface) with oil and other parts of sea free from oil and then by track the oil movement.
I used VOF model and I patched oil part , but when I run the oil does not move through sea water. I will be appreciated if you help me.
