The best way to set omega is to use the surface roughness model developed by Wilcox (see for example his great book Turbukence Modeling for CFD). Even if you want a smooth wall it is still good to use the surface roughness model but set a hydralically smooth surface. This is more stable than most other omega bc's. If you haven't got Wilcox' book you should get it. In the mean time I think that you can find the surface roughness model briefly described in one of the papers I wrote as a PhD student (see my homepage: http://www.cfd-online.com/Users/jola/ ).

hi. you can use below bc for k-w mdel ( form menter paper) at inlet:w=5*Vin/L at free stream: w=1--10)V/L where V=10**(2--5) at wall: w=60*nu/(b*dy**2)- b=0.75
