I do simulation for flow around building and it includes unsteady conditions that I use implicit unsteady . My question is what the limit for the time step, and can we take it as big as 1 hour ? Thanks in advance

Short answer: No, you can't make it as big as 1 hour when you want go get a reasonable result.
I can't tell you about the limit since it depends of the mesh and the physics. Try to keep the CFL number below 1 for physical results.
