[ANSYS Meshing] Why doesn't ANSYS Meshing allow me to make a very fine mesh?

I'm trying to make a C-mesh over an airfoil.

The first image shows my original mesh. But when I try to increase the bias factor or the number of divisions, so as to improve the resolution near the airfoil, I get the second image.

Any idea why this is happening?
