Reference parameter specification in .cfg file for compressible viscous flows

Hi,
I am using SU2 to simulate viscous compressible flows. In creating a .cfg file I want to know how REF_PRESSURE, REF_TEMPERATURE and REF_DENSITY are calculated. Are they freestream values? Also, in Euler simulations FREESTREAM_PRESSURE, FREESTREAM_TEMPERATURE is specified. What is the rationale behind this? Is FREESTREAM_TEMPERATURE different from REF_TEMPERATURE? As a separate discussion what is the equation for the CFL ramping. In the included testcases (TestCases/rans/oneram6/turb_ONERAM6.cfg) CFL number is greater than CFL limit? Is this correct?
