Default a question about re-circulation boundary condition

cfd-jhz is on a distinguished road
is re-circulation boundary condition in ANSYS Fluent equivalent to a velocity-inlet (inlet velocity and temperature are defined by UDF) and a mass-flow-outlet boundary condition? (incompressible flow)
