Question continuity and energy residuals (convergence)

Hi Guys
I am working with ansys fluent 17.1 , I am doing electric arc modeling , my problem is steady , axissymmetry .
I am getting a convergence very time I run the simulations , I tried to reduce the URFs , changed the mesh , solution control n starting with out the energy equation , but I did not get any convergence , specially the energy and the continuity residuals , what could be the cause , is there any special consideration for the arc modeling ?
