Patching a phase

Hi, I am trying to patch water phase in a vertical u-tube geometry but its not happening. I want water phase to be patched in the lower portion of the U-tube filling the lower legs to an extent, while air remains on the upper portion. Can anybody give me an idea, how to do it ?
