Google turned up about 10 million different results for this one, so I thought I'd put it to the forum. When I shut down in Windows, Windows shuts down properly, but the computer doesn't power off (the fans are still spinning, etc.) This is a brand new i5-3470 build on an ASRock Z75 Pro3 powered by a Corsair CX430 running on Windows 7.
However, there are bizarre circumstances: First, know that it shut down and powered off properly when I first put the computer together to ensure that all the components worked. Then I rewired everything for better airflow. Now it won't. If I hold the power button, then it powers off. Even more confusing, if I choose to restart the comp, then it powers off successfully before rebooting. So it's inability to shut down is apparently unique to the "Shut Down" command. I checked to see if it would shut down properly from Safe Mode. It would not. It hung at the "Safe Mode is Shutting Down" screen. *Edit Update* The computer won't go to sleep or wake from sleep properly... I tried switching the PSU to off, and unplugging/plugging it back in. I tried resetting the motherboard to the UEFI defaults. I haven't manually updated the drivers, but they should all be current; I've taken every "important" update in Windows Update. Any ideas? From my Googling my first shot in the dark will be to unplug and reconnect the ATX Power Cables from the PSU to the motherboard. I'm just really confused by the fact that it will shut down from the restart, but not the shut down command. Last edited by johnp.delfino; June 26, 2018 at 08:37. |

I am facing a similar problem but I couldn't fix either. However, let me explain how my problem started, so that there may be a clue to solve yours.
I have a notebook to do minimal job and web surfing etc. at home. Dell Vostro 3350, 2nd gen i3 and it had single stick 2 Gb of RAM. My friend gave me a used 4 Gb stick from his old notebook. I put that stick to the empty slot, but the computer didn't boot. So I removed both RAMs and switched their slots but didn't boot again. After some tinkering, I've managed to boot the PC. However, it started to not powering off properly like in your case. When I press shut down from OS, it is shutting down properly but fans are still turning and power led is still on etc, PC not powering off. When I press power button long, it is powering off. The difference with your case is that when I reboot from OS, it is still not powering off. I've tried in openSuse/Xubuntu/CentOs and Windows 7/10 so it is not software related. I've searched many forums and even contacted with technical support from Dell with no luck. I've tried to remove one of the RAMs but the problem continued. It even didn't powered off properly with only the old 2 Gb stick. I think the problem is at motherboards RAM slot or at some related component. How many RAM stick does your computer have? Have you tried to change the slots, remove one of them? I hope you can solve. Best regards. |

Can you please give more specific information about jumper? I couldn't full understand what you mean? I've checked the CMOS battery and changed with a new one for just being sure. |
