Hi, I have a workstation with dual epyc 7371 and two 4U air cooler. I find the temperature of the CPU (CPU1) near the back is always 10 degree C higher than another one. At room temperature around 20C and long term full load simulation, the CPU temperature reads like the following

CPU1 Temp | 70 degrees C | ok
CPU2 Temp | 59 degrees C | ok
VRMCpu1 Temp | 78 degrees C | ok
VRMCpu2 Temp | 76 degrees C | ok

Are these temperatures fine for epyc 7371? I cound't find any official document about the maximum temperature. If not, could replacing the air cooler of CPU1 with an all-in-one liquid cooler 360 does the work?

Those temperatures are fine. In the absence of specifications for TJmax, pretty much all modern CPUs are fine with 95°C or more. Boost clock speeds may be reduced before that, but 70°C is really nothing to worry about.
The reason for higher temperatures on CPU1 is probably because that cooler is sitting in the hot exhaust air from the other CPU. Sure, liquid cooling could "fix" that, but there is not really a problem that needs fixing. The only benefit would be a lower temperature readout. If you do both CPUs, you can lower noise a bit. But since it seems to be a server-type chassis, there will still be plenty of other loud fans.
