I use a water level gauge to measure the water level, and the water level changes along the way. At some point the water level is measured to be 0. Theoretically, there is a water level at this point. Is it because the grid is too thick to distinguish?

Did you look at the vtus in paraviews? This should give you the best idea on what is going on.
