Sounds like VOF model is the right way to go then.

Take a look at "VOF Formulation > Gas Dissolution and Cavitation Formulation" section in the Star manual to get an idea for what gas dissolution...

Yes! Sounds like a problem I would use VOF wave models for. However, it's hard to suggest a solution without knowing exact details of your needs and goals.
